Mongolian Beef and Noodles

- 1 lb flank steak, sliced thinly across the grain
- 1/4 cup cornstarch
- 1/2 cup soy sauce

- 2 tbsp vegetable oil
- 1 onion, sliced
- 1 bell pepper, sliced
